Bihar Vidhan Sabha has completed it's 100 years and the Prime Minister Shri Narendra Modi addressed the closing ceremony the Cenetary Celebrations of the Bihar Legislative Assembly in Patna on 12 July 2022. The Prime Minister also inaugurated the Shatabdi Smiriti Stambh which has been built to commemorate 100 years of Bihar Vidhan Sabha. He also laid the foundation stones of Vidhan Sabha Museum.

Addressing the gathering, the Prime Minister said it is the nature of Bihar that the one who loves Bihar, Bihar returns the love manifold. Recalling the glorious history of Bihar Assembly, the Prime Minister said big and bold decisions have been taken in the Vidhan Sabha building here one after the other. "Today I have also got the privilege of being the first Prime Minister of the country to visit the Bihar Vidhan Sabha Complex. I bow to the people of Bihar for this affection".

Glorious past remembered by Shri Narendra Modi of Bihar Vidhan Sabha

PM mentioned the glorious history of Bihar Sabha during the closing ceremony of the Cenetary celebration. Before independence, Governor Satyendra Prasanna Sinha had appealed from this assembly to encourage indigenous industries and the adoption of Swadesi Charkha. After independence, the Zamindari Abolition Act was passed in this assembly. The Prime Minister continued 'the Amrit Mahotsav of Azadi and this historic occasion of 100 years of Bihar Legislative Assembly has also brought a message of introspection and self analysis for all of us, for every public representatives. The more we strengthen our democracy, the more strength we will get for our freedom and our rights'.

The Prime Minister underlined the ancient roots of Indian democracy and said "for decades, attempts had been made to tell us that India got democracy due to foreign rule and foreign thinking. But when any person says this, he tries to cover up the history of Bihar and the heritage of Bihar. When large parts of the world were taking their first step towards civilization and culture, a sophisticated democracy was operating in Vaishali. When the understanding of democratic rights was beginning to develop in other regions of the world, republics like Lichchavi and Vajjisangh were at their peak."

History of Bihar Vidhan Sabha (Bihar Legislative Assembly)

During the rule of the East India company, the area of Bihar was a part of the Bengal Presidency. On 12th December 1911 the British Emperor George V announced in his Delhi Durbar, the creation of a separate province by combining Bihar and Orissa (Present day Odisha), with Patna as it's headquarter. In the same Durbar, the headquarters of the British Indian Gevernment was shifted from Calcutta to Delhi. On 22nd March 1912 the creation of Bihar and Orissa state was notified and Sir Charles Stuwart Bailey became the first Lieutenant Governor of the State/ For legislative authority of this newly created province, a 43 member provinvial Legislative Council was constituted. The first meeting of the newly constituted Bihar and Orissa Provincial legislative Council was held on 20th January 1913 in Patna. this the same council, which after many changes and modifications in strength and constitution, now exists as the Bihar Legislative Assembly.

At this time, the need for an independent and secretariat for the Provincial Legislative Council started to be felt. As a result a new building for the Council Secretariat was built in 1920 and the Council started functioning from the same building, which is the main building of Bihar Legislative today.

Bihar Vidhan Sabha Museum at (Bihar Legislative Assembly)

The Prime Minister, Shri Narendra Modi laid the foundation stone of Bihar Vidhan Sabha Museum on 12 July 2022. Different galleries in the museum will demonstrate the history of democracy in Bihar and the evolution of the current Civic Structure.It will also have a conference hall with more than 250 people capacity.

The Prime Minister also laid the foundation stone of the Vidhan Sabha guest house on the occasion of centenary celebration of Bihar Vidhan Sabha. The Governor of Bihar Shri Phagu Chauhan and Chief Minister Shri Nitish Kumar were among those present on the occasion.
